      本研究对标国家科技伦理审查办法,筛选撤稿观察数据库中由于科技伦理问题而引发的撤稿记录,系统揭示了科技伦理撤稿原因的交叉共现情况及在不同学科间的风险聚集差异,并基于深度案例解析,提炼出17项违规特征,并据此编制形成贯穿初审、外审、终审全流程,包含显性特征核查与隐性特征甄别两个层级的审稿操作指引,为科技期刊实现科技伦理风险的全流程精准防控提供了系统化审稿操作参考。
英文摘要:
      This study, aligning with the national measures for technology ethics review, screened retraction records in the Retraction Watch Database attributed to technology ethics issues. It systematically reveals the co-occurrence of reasons for retractions due to technology ethics violations and the variations in risk aggregation across different disciplines. Through in-depth case analysis, 17 violation characteristics were identified, leading to the development of a two-tiered review operation guideline. This guideline encompasses explicit feature verification and implicit feature identification throughout the entire process, including initial review, peer review, and final decision. It provides systematic review operation references for scientific journals to achieve precise, end-to-end prevention and control of technology ethics risks.
