| 在学术出版竞争日益激烈的背景下,在保证学术质量的基础上,提高稿件处理速度成为提高期刊竞争力的核心要务。本文以《金属学报》办刊实践为案例,阐明了质量导向下稿件处理模式优化的逻辑与必要性,系统总结了期刊在科学编辑队伍建设、稿件全流程优化以及科学编辑与责任编辑协同工作机制等方面的具体举措,分析了新模式下的实践成效。《金属学报》经过探索和实践,最终形成了“责任编辑初步筛选-科学编辑初审-科学编辑送外审-科学编辑复审/终审-责任编辑复审”的稿件处理流程。充分论证了打造科研素质与业务能力兼备的科学编辑队伍,优化学术引领与处理效率兼顾的稿件流程,健全责任编辑-科学编辑协同工作机制等能够有效解决传统办刊模式下稿件学术质量把握困难和时效性不足的问题,为同类中文科技期刊推进稿件处理模式改革提供实践参考。 |

| In the context of increasingly competitive academic publishing, improving manuscript processing speed while ensuring academic quality has become a core imperative for enhancing journal competitiveness. Taking the editorial practice of Acta Metallurgica Sinica as a case study, this paper elucidates the rationale and necessity of optimizing manuscript handling models under a quality-oriented framework. This work systematically summarizes the journal’s specific measures in developing a scientific editorial team, optimizing the full manuscript workflow, and establishing a collaborative mechanism between scientific editors and responsible editors, as well as analyzing the practical effects of the new model. Through sustained exploration and practice, Acta Metallurgica Sinica has ultimately developed a manuscript processing workflow comprising the following sequential stages: preliminary screening by responsible editors → initial review by scientific editors → external peer review organized by scientific editors → re-review/final review by scientific editors → final review by managing editors. The findings fully demonstrate that cultivating a scientific editor team with both research competence and professional editorial skills, optimizing a manuscript processing workflow that balances academic leadership with processing efficiency, and establishing a robust collaborative mechanism between managing editors and scientific editors can effectively address the challenges of inadequate academic quality control and insufficient timeliness inherent in traditional journal management models. This work provides a practical experience and reference for other similar Chinese scientific journals seeking to advance reforms in manuscript processing models. |
