| 科技期刊稿件管理工作存在对稿件管理不够重视、对稿件处理随意性较大、送审程序不规范等不足,缺乏对稿件管理的系统性和科学性。可以通过“三三制”来规范科技期刊稿件工作流程,即把稿件处理分为初审、外审、终审3阶段3流程,明确每一阶段的稿件处理重点,从而起到提高效率、强化责任、动态管理的作用。 |

| The management of periodicals does not pay enough attention to the manuscripts management and deal with it in great spontaneity, lack of regulation in the procedures, lack of laws of system and standardization. To regulate the periodicals manuscript work flow by "three-three" system, that means dividing the process into preliminary, middle, final three stages, makes a clear focus in each stage to promote efficiency, strengthen responsibility, and play dynamic management. |
