| 分析新形势下我国数字化期刊侵权的主要表现及侵权隐患,指出完善著作权相关法律法规,构建合法使用机制是保护数字化期刊版权的当务之急。提出加强立法和技术研究,建立著作权专人负责制或聘请法律顾问,建立著作权集体保护制度,建立国家的数字版权交易平台等群防群治对策,呼吁人们一切从保护作者的合法权益出发,妥善解决好数字化期刊“海量作品授权难”问题。强调新媒体和新模式条件下版权保护最佳方法是“一对一授权”。 |

| By analyzing the main manifestation and hidden trouble of tort in Chinese digital periodicals under the new situation, the paper points out that the most urgent affair is to perfect the related laws and regulations of copyright and to set up a legal use mechanism to protect the copyright of digital periodicals. The paper puts forward a series of mass prevention and mass treatment countermeasures, such as enhancing legislation and technical research, establishing special responsibility system that designating a special person or employing a law consultant to take charge of the copyright, building a collectively protection system and setting up a national trading platform of digital copyright, and so on. Aiming at protecting the authors' lawful rights and interests, the paper also calls on that the difficult problems in the authority of copyright for mass works must be properly dealt with. The authors of this paper hold that authorization by one to one is the best way for the copyright of digital periodicals under new media and new model environments. |
