| 中国优秀论文外流严重,但学术影响力并没有随着SCI论文数量的增长而明显提高,已经严重影响到我国科技期刊甚至科学技术的发展。在提高科技期刊整体实力的同时,急需建立华语科技论文检索数据库和期刊索引数据库,一方面为科研工作者服务,另一方面争取在学术评价方面的话语权。 |

| The articles indexed by Science Citation Index (SCI) have become more and more important in academic evaluation in China. Under this pressure, Chinese researchers have to publish their works in SCI journals, especially in foreign ones, resulting in an external flow of publications. However, the significant increase of the number of SCI articles does not necessarily mean the growth in impact. The following changes should be made at national level in order to improve this critical situation for both journals and even science and technology in China:1) improve the academic level of sci-tech journals in China; 2) create a searchable database with a good coverage of abstracts of Chinese sci-tech literature as a free resource for all researchers; 3) select the top 20% journals with high academic level from the abstract database, provide indexes (such as IF, total cites, H index) annually, and personalize data services. |
