| This paper mainly gave an interpretation of the Guidance on Further Strengthening and Improving Universities' Publishing Work published by Ministry of Education of The People's Republic of China and State Administration of Press, Publication, Radio, Film and Television of The People's Republic of China. In particular, five highlights and four confusions that closely related to the sci-tech periodicals in universities, mentioned in the policy document, were analyzed. Furthermore, a publishing model called "decentralized reviewing, concentrated publishing" and its possible problems were discussed. |
