| 中国科技期刊国际影响力提升计划已经实施4年。本研究拟对首批资助期刊的实施效果——国际影响力的提升做一比较分析。将2017年JCR收录期刊列表中所有的中国出版的SCI期刊分为提升计划首批资助期刊与未获资助期刊2组,收集2组期刊2013—2017年间被引频次与影响因子数据,并进行比较分析。结果发现,在首批获资助的SCI期刊与未获资助的SCI期刊中,部分期刊的被引频次与影响因子2个指标不升反降,部分下降幅度超过10%；首批资助期刊仅被引频次增长率高于未获资助期刊,其影响因子的增长率反而低于未获资助期刊,提示提升计划对资助期刊国际影响力的作用尚不明显。建议6部委调整有关资助方向和经费使用指导方向与实施细则。 |

| It has been four years since the implementation of the Program for Enhancing International Impact of China STM Journals. This study aimed to analyze the implementation effects of the program. Based on the latest Journal Citation Report (released in June 2017), all the China-based journals covered by Science Citation Index (SCI) published were collected and grouped into firstly-funded group and non-funded group; their total citation frequencies (TC) and impact factors (IF) released during 2013-2017 were analyzed and compared. The results showed that some journals’ TC and IF did not increase but decreased in both groups of journals mentioned above; some of them decreased even by more than 10%. The TC growth rate of the firstly-funded journal was higher than that of non-funded journals; however, it was the opposite for the IF growth rate. These results show that the program did not bring obvious promotion of impact for the funded journals. It is recommended that the six ministries adjust the funding direction on time and enact the guidance and details of using these funds. |
