| 自学术不端行为被正式定义至今已有30年,30年来科技期刊中的学术不端行为虽然主要表现仍然是剽窃、抄袭与造假,但也有一些演变。例如:从机械抄袭演变为复杂“炮制”；从个人行为演变为中介机构运作；出现了伪造同行评议的新问题；从对“一稿多投”的关注转向“一稿多发”；作者出现有意识的发表后主动撤稿和录用后撤销基金项目标注行为。作为科研诚信的守门人,科技期刊也应予以精准应对。可采取的措施有:严格遵守“三审”制度,抓住细节辨别“中介稿”；严格甄选审稿专家,健全同行评议制度；加强编辑作者互动,及时签署发稿协议；建立不端稿件处理规范,提高违规成本；积极进行选题策划,加强期刊内部管理。 |

| It has been 30 years since the academic misconduct was officially defined, during the period of which, although the main forms of academic misconduct are still piracy, plagiarism, and falsification, there are also some evolution, such as complex “processing” instead of mechanical plagiarism, the functioning of an intermediary instead of individual behavior, and with the new issues of peer review falsification and behaviors of “one article for multi-publication” rather than to those of “one article to multiple journals”. Moreover, it also appeared that some writers consciously withdrew the articles after publication and abolish the label off undingproject. As the gatekeeper of scientific research integrity, scientific journals should also respond accurately to the above issues. There are adoptable measures including the following:strictly abiding by the “three-trial” system, distinguishing the “intermediary draft” by every single detail, strict selection of review experts, improving the peer review system, strengthening the interaction of editors and authors, timely signing of the release agreement, establishing the processing standard for handling dishonorable manuscripts to increase the cost of violation, active planning for topic-selection and strengthening the internal management of journals, etc. |
