| 通过对教育部、科技部印发的《关于规范高等学校SCI论文相关指标使用 树立正确评价导向的若干意见》和科技部印发的《关于破除科技评价中“唯论文”不良导向的若干措施(试行)》的学习,我们应认识到,新形势为科技期刊的发展既提供了机遇,也带来了挑战。为此,我们提出:科技期刊编辑同人需要深入学习和领会两文件的精髓,看清未来科技论文发表的需求和导向,开拓思路乘势而上,大力改革现有办刊模式,同步建设中英文科技期刊。同时,建设具有国际知名度的我国自主服务平台,强化编辑素质与内涵建设,从根本上提高科技期刊的办刊水平与实力。 |

| Through the study of “Opinions on standardizing the use of SCI paper related indicators in universities and establishing a correct evaluation orientation” issued by the Ministry of Education and the Ministry of Science and Technology and “Measures to eliminate the “paper only” bad orientation in science and technology evaluation (Trial)” issued by the Ministry of Science and Technology, editors should realize that the new situation provides both opportunities and challenges for the development of scientific journals. The authors point out that editors of scientific journals need to deeply study and understand the essence of the two documents, to clearly recognize the needs and guidance of scientific journals publication in the future. We need open up our minds to take advantages of the new situation, to vigorously reform the existing mode of journals and to establish scientific journals in English and Chinese simultaneously. Meantime, the focus should be on building independent service platforms with international reputation in China, and strengthening the quality and professionalization of editorial team so as to improve the standard and strength of scientific journals fundamentally. |
