| 通过系统梳理我国科技论文外流、科研经费外流、科学数据外流的基本状况,分析该现象的主要成因和危害,包括:1)科研人员职称评审、绩效考核等政策导向偏差,科研方向受制于西方；2)我国科技期刊相对较弱,科技版权资源依赖国外,带来国家信息安全风险。在此基础上,提出了扭转我国科技论文大规模外流的对策建议:1)将中文版科技论文发表或提交国家知识库纳入科研项目的考核范畴；2)在国际论文发表过程中主张自身版权利益,引导我国英文版论文在国内发表；3)强化对预印本(知识库)成果认可,推动论文迭代优化和优先出版；4)制定国内外期刊版面费统一的报销标准,实现国外期刊“国民待遇”；5)破除“SCI至上”,扭转“以刊评文”错误导向,重塑同行评议生态；6)建立中国特色的国际科学引文索引,推进科学评价的自主原创。 |

| Based on the summary of the outflow of Chinese scientific papers, outflow of scientific research funds and outflow of scientific data, the main causes and harms of this phenomenon are analyzed. First, deviations in policy guidance exists, such as the evaluation of professional titles of scientific researchers, performance evaluation. Second, China’s scientific journals are relatively weak, and scientific and technological copyright resources depend on foreign countries, which brings a national information security risk. Therefore, countermeasures and suggestions for reversing the large-scale outflow of Chinese scientific papers are proposed. The first is to put the publication of Chinese scientific papers or submit the national knowledge base into the assessment scope of scientific research projects; the second is to assert their own copyright interests in the process of international paper publication and to guide China’s English Edition papers to be published in China; the third is to strengthen the recognition of the results of preprints and to promote the papers’ iterative optimization and priority publication; the fourth is to formulate unified reimbursement standards for domestic and foreign journals; the fifth is to break the supremacy of SCI and reshape the peer review ecology; the sixth is to establish an international scientific citation index with Chinese characteristics to promote independent original scientific evaluation. |
