| 结合对培育世界一流科技期刊政策文件的学习，思考如何加快发展《淮海医药》的问题。认为世界一流科技期刊建设的实质是培育而非评优，措施是通过深化改革促进我国科技期刊整体加快发展，而不仅仅是对少数期刊提供经费支持。建议在顶层设计的政策框架基础上细化相关措施，使培育世界一流科技期刊的政策措施惠及所有科技期刊，推动不同类别、不同层次科技期刊差异化发展。 |

| Based on the study of policy documents for cultivating world-class scientific journals, this paper discusses how to speed up the development of Journal of Huaihai Medicine. It is believed that the essence of the construction of world-class scientific journals is to cultivate, not to evaluate, and that the measures are to accelerate the overall development of China's scientific Journals through deepening reform, not just to provide financial support for a few journals. It is suggested to refine the relevant measures on the basis of the top-level design policy framework, so that the policy measures of cultivating world-class scientific journals can benefit all scientific journals, and promote the differentiated development of different categories and levels of scientific journals. |
