| 从“中国科技期刊卓越行动计划”(以下简称“卓越计划”)提出的背景出发,分析了卓越计划的目标,即世界一流和中国特色,然后对照卓越计划入选期刊的建设目标——中国特色世界一流科技期刊,提出入选卓越计划期刊应处理好目标与过程、质量与条件、重点与一般、理念与措施、中国与世界5个方面的关系,旨在为卓越计划入选期刊出版者和项目管理者以及其他期刊办刊人提供参考,促进卓越计划顺利实施和中国科技期刊的健康发展。 |

| According to background of the Excellence Action Plan for China STM journals, this article analyzes the object of the plan, namely world-class and Chinese characteristics. Aiming at its construction goal “world-class scientific journals with Chinese characteristics”, we proposed that 5 dialectical relationships should be well handled in implementing the plan, i.e.:goals and processes, quality and conditions, focus and general, ideas and measures, China and the world. We aim to provide references for publishers and project managers of the plan, and promote the healthy development of the Excellence Action Plan for China STM journals. |
