| 科技期刊集群化是当今世界科技期刊发展的主流态势,是期刊产业做大做强的重要途径。本文重点梳理了“中国科技期刊卓越行动计划”集群化项目试点单位的刊群建设和数字化平台建设情况,总结试点单位集群化发展实践经验,分析了实践过程中遇到的问题和挑战,并提出突破属地管理制度、倾斜支持创办新刊、加强资金支持试点单位、办刊人才建设政策等对策和建议,以期为我国建设世界一流科技期刊,构建开放创新、协同融合的中国科技期刊体系提供参考和借鉴。 |

| Clustering-based development, a vital route to prosperity of the journal industry, has become the mainstream mode for scientific journals over the globe. China launched the Excellent Action Plan for developing world-leading scientific journals and for exploring clustering-based development. Five publishers have become the pilot units of the plan. This paper introduces their practices in establishing journal clusters and digital publishing platforms, shares their experience and discusses the problems and challenges. On the basis of the discussion, the following suggestions are put forth:1) lift the restriction of the local management system of journals, 2) provide more support for launching new journals, 3) increase funding for future pilot units, 4) launch talent motivation policies, etc. This paper may provide references for constructing world-leading scientific journals and establishing an innovative, collaborative, and integrative scientific journal system in China. |
