| 通过构建科技期刊预警监测系统,为我国建立学术期刊预警机制的研究提供参考。以目前检索到的18份预警期刊名单为样本,采用文献调研法和定量分析方法归纳预警期刊特征,并提炼出科技期刊预警监测指标。科技期刊预警监测指标体系包含自动采集、监测分析和异常预警3个模块,其流程包括采集期刊关键特征数据,从学术出版合法性、商业欺诈行为、学术不端行为等6个维度进行对比分析,其中包含中国作者占比、引用失真、异常撤稿、发文增长速度等18个二级指标,并对识别到的“预警期刊”进行等级划分,以期为我国科研人员规避学术风险、开展学术评价工作起到一定支撑作用。 |

| Through reviewing various methods of compiling early warning list of sci-tech journals, we aimed to provide references for building early warning mechanism of academic journals in our country. Taking the 18 journals’ warning lists as the samples, and by using literature review and quantitative analysis, we summarized the characteristics and indicators of early warning journals. Based on these results, an early warning system was established, including three modules, ie. academic collection, monitor and analysis, and warning of abnormal signs. Data about the key characteristics of journals were collected and compared, and evaluated from six aspects including legitimacy of academic publishing, commercial fraud, and academic misconduct. Totally, 18 second-tier indicators were included in this system, including the proportion of Chinese authors, citation distortion, abnormal retraction and the growth rate of scientific publication. The journals on the early earning list were classified into different warning levels. This system might help Chinese researchers avoid academic risks and provide support for academic evaluation. |
