| 在国家多部委联合发文要求破除“唯论文”指标的大背景下,为尽快将卫生专业技术人员职称改革的具体措施落到实处,中国科协以推动人才评价改革为目标,委托中华医学会开发建设了中国临床案例成果数据库(以下简称案例库),以在线投稿、同行评议、网络发布方式,提供具有公益属性的临床案例报告的免费发表和开放获取服务。经过3年的建设,案例库目前已拥有逾10万篇病例报告的文献资源,阅读量超过1 200万次,为临床医生提供了丰富的学习资源和临床实践指导。案例库运用科学的评审表单对病例报告进行分级评价,以便更科学地将评价结果应用于职称晋升过程。我们还与地方卫生健康委及医学会联合,在医院进行试点,共同探索临床案例代表作制度在地方医疗机构人才评价中应用的途径和方式。同时,通过开展优秀案例征集活动、持续关注罕见病进展、开发案例库小程序等举措,广泛向临床医生宣传和推广案例库的使用,让医生真正回归临床。 |

| In the circumstance of elimination of the “paper only” policy required by the document jointly issued by several national administrations or commissions, China Association for Science and Technology has authorized the Chinese Medical Association to develop and construct the Chinese Medical Case Repository(CMCR),in order to push forward the promotion reform of health professionals as soon as possible. CMCR is characterized by online submission, online peer review and online free publication and provides open access services for case reports. During the past three years, CMCR has attracted more than 100,000 case reports and more than 12 million readings, offering clinicians with a rich learning resource and practical guidance. In CMCR, scientific evaluation system is used to grade the case reports, so that the results could be more objective when applied to the process of career promotion. We have also set up a pilot project in local hospitals, to explore the way of applying clinical case report publications in CMCR to professional promotion. At the same time, through several measures including case collection activities, continuous focus on rare diseases, and development of WeChat App, CMCR is widely accepted and utilized by clinicians, so that doctors can truly return to the bedside. |
