| 以“唯SCI”“唯论文”为突出表现的“四唯”倾向导致的学术和出版生态异化直接威胁到我国中文科技期刊的生存和发展。基于全国16所省属农业高校2006—2020年的数据分析发现,就中国知网收录的中文期刊科技论文篇数而言,各农业高校间的关系没有规律,其每年的总论文收录数基本平稳在1.9万篇左右；就国外SCI论文收录的论文篇数而言,各农业高校间呈密切的关系,且呈极显著的正强相关(P<0.01),其总论文收录数逐年呈指数级增加；随着各高校SCI源期刊论文发表数的迅速增加,中文期刊的论文发表数没有增加,甚至略有下降,说明随着SCI在各类评价体系中指挥棒作用加强,中文期刊稿源相对减少,尤其表明国内优质论文外流现象非常严重。被异化了的SCI,既偏离了科技期刊学术传播的本位,也给中文科技期刊的有序良性发展带来不可估量的负面效应。政府、高校及办刊人都应当直面问题,探索解决之道,真正贯彻落实习近平总书记“把论文写在祖国的大地上”的重要指示精神,切实提升以农业高校学报为代表的中文科技期刊的创新力和影响力。 |

| The ecological alienation in academic and publishing field caused by the “four rationales” tendency, which is mainly distorted by “SCI” and “papers”, directly threatens the survival and development of Chinese Sci-tech Journals in China. Based on a survey in 16 provincial agricultural universities in China, we didn’t find apparent difference between agricultural universities in terms of the number of scientific papers in Chinese journals included in CNKI, and the total number of papers included was stable ranging from 18 262 to 18 683. While the number of papers included by overseas SCI journals showed great difference among different agricultural colleges and universities, and a ignifsicant positive correlation was shown that the total number of papers increased exponentially year by year. With the rapid increase of the number of papers published in SCI source journals, the number of papers published in Chinese journals even slightly decreased instead of increase, implying reduced number of manuscripts in Chinese along with the strengthening on SCI publications in various evaluation systems, especially the unneglected fact of domestic high-quality papers’ outflow. The distorted “SCI” not only deviates from the original intention of academic communication of sci-tech journals, but also brings unexpected consequence to the development of Chinese sci-tech journals. Government, responsible figures in high schools and journals should directly face this issue, explore a better solution, put what President Xi said, “Publish the papers on the mother land”, into practice, and promote the innovation and influence of Chinese sci-tech journals in the area of agriculture in mainland high schools or universities. |
