| A "global planning" model based on all fields, all processes, and all elements is proposed for the purpose of expanding the international vision of journals and cultivate world-class scientific journals.The model incudes the whole process, the whole field, and all elements. Taking the journal "China and Foreign Highway" as a practice example, mainly elements are column planning, field planning, the issue planning, theme planning, outcome planning, data resource-assisted planning, expert collective planning, author participation in planning, and so on. The research results show that the quality of journal articles published in "China and Foreign Highway" has been significantly improved with the implementation of the "global planning" initiative. In addition, the journal's social and economic benefits have been significantly improved. The "global planning" strategy provides a valuable theoretical innovation and practical exploration for colleagues for changing journal-running ideas, promoting international development, and cultivating world-class scientific journals. |
