| 为提高期刊学术质量,推动期刊高质量发展,根据不同的发展情景,将期刊发展划分为3个阶段——破圈期、强基固基期、深化改革期。每个阶段采取不同的组约稿策略,“破圈期”采取联合发力、尖兵突击、快速出版、密集输出、四面辐射等策略,有效扩充了稿源并提高了学术质量；“强基固基期”采取“三化”策略——优质化、规范化、均衡化,夯实了出版基础；“深化改革期”采取“三聚焦”策略——聚焦新兴交叉学科、聚焦重大科技问题、聚焦未来产业,目前出版成效较好。与此同时,针对组约稿过程中如何有效邀约专题主编及如何应对返稿不及时的问题,采用“可视化”“量身定制”“时间收紧”“数量放宽”等策略,有效提高了组约稿实效。 |

| In order to improve the academic quality of journals and promote their high-quality development, the development of journals is divided into three stages based on different development scenarios-breakthrough period, the strong foundation period, and the deepening reform period. Each stage adopts different strategies for soliciting manuscripts. During the “breakthrough period”, strategies such as joint efforts, elite assault, rapid publishing, intensive output, and radiation from all sides are adopted, effectively expanding the source of manuscripts and improving academic quality; the “strong foundation and solid foundation period” adopts the “three transformations” strategy-high-quality, standardized, and balanced, which solidifies the publishing foundation; during the period of deepening reform, the “three focuses” strategy was adopted-focusing on emerging interdisciplinary fields, major scientific and technological issues, and future industries. Currently, the publication has achieved good results. At the same time, strategies such as “visualization”, “customization”, “time tightening”, and “quantity relaxation” were adopted to effectively invite special topic editors and address the issue of delayed submission during the group invitation process, greatly improving the effects of the group invitation. |
