| 中国科技期刊数字化平台建设中,初期在国家的扶持下,经过市场化运作,克服了单刊信息化水平不高的困难,产生了中国知网、万方数据、维普等知名大型文献数据库公司。与西方国家类似,商业化文献平台在国内已成为主流,但公益性和普惠性不足,成为现实难题。本文通过梳理中国科技期刊和文献平台的现状,分析科研热点、科研环境和科技期刊出版的变化如大模型竞争激烈、美西方发动科技战和炒作对华脱钩、OA出版稳步推进等,结合中国国情和国际形势,提出有必要尽快建设国家级科技论文存档和查阅平台,并给出了初步方案。国家平台与商业化平台相辅相成,前者担当知识共享的自主数字基座,后者面向市场需求发挥快速多样开发能力,共同支撑中国科技期刊繁荣发展。 |

| During the construction of the digital platform for Chinese scientific journals, with the support of the government and market-oriented operation in the early stage, the difficulties of low level of informationization for individual journals were overcome, leading to the emergence of well-known large-scale literature database companies such as CNKI, Wanfang Data, and VIP. Similar to western countries, commercial literature platforms have become mainstream in China, but their lack of public welfare and inclusiveness has become a practical challenge. This paper analyzes the current situation of Chinese scientific journals and literature platforms, as well as the changes in research hotspots, research environment, and scientific journal publishing, such as fierce competition in big models, the US and the West launching a science and technology war and hype decoupling from China, and the steady promotion of open access publishing. Based on China"s national and international situation, it is necessary to build a national platform for archiving and retrieving scientific journal papers as soon as possible, and a preliminary plan is provided. This national platform and commercial platforms complement each other. The former serves as an independent digital base for knowledge sharing, while the latter leverage rapid and diverse development capabilities to meet market demand, jointly supporting the prosperous development of Chinese scientific journals. |
