| 建设世界一流期刊,提升我国科技竞争力和文化软实力已经成为各界共识。“比学赶帮超”作为中国特色的管理理念,具有丰富的辩证内涵,可以用于促进科技期刊繁荣发展。要使用此理念,先要对“比学赶帮超”的目标和标杆——世界一流科技期刊的内涵进行界定,并结合《科技期刊世界影响力指数(WJCI)报告》和“中国科技期刊卓越行动计划”的申报,将中国科技期刊分为世界一流科技期刊、先进科技期刊、一般科技期刊三类,各自根据“比学赶帮超”的理念采取相应的竞争措施。实施“比学赶帮超”的管理理念,关键要坚持全国科技期刊发展一盘棋,加强组织领导,深化改革开放,推进集团化、集群化办刊,强化营销策划、指导,找准期刊生态位,提升编辑人员素养。 |

| Building world-class journals to enhance China"s technological competitiveness and cultural soft power has become a consensus among all sectors. As a management concept with Chinese characteristics,"comparing ,learning ,catching up,helping and surpassing" has rich dialectical connotations and can be used to promote the prosperity and development of scientific journals. To apply this concept, it is necessary to first define the connotation of world-class scientific and technological journals, which are the goal and benchmark of "comparing ,learning ,catching up,helping and surpassing". Combined with the "World Impact Index of Scientific and Technological Journals (WJCI) Report" and the application of the "China Science and Technology Journal Excellence Action Plan", Chinese scientific and technological journals are divided into three categories: world-class scientific and technological journals, advanced scientific and technological journals, and general scientific and technological journals, each taking corresponding competitive measures according to the concept of "comparing ,learning ,catching up,helping and surpassing". The key to implementing the management concept of "comparing ,learning ,catching up,helping and surpassing"is to adhere to the development of national scientific and technological journals, strengthen organizational leadership, deepen reform and opening up, promote group and cluster publishing, strengthen marketing planning and guidance, identify the ecological niche of journals, and enhance the quality of editorial staff. |
