| 本文基于《学术期刊技术平台建设共识(2023)》的建设建议,对湖南省64种科技期刊数字化水平进行定量,发现湖南省科技期刊主要存在数字化生产方式推广不足、数据保存缺乏标准规范、平台和新媒体运营能力不足、版权意识薄弱、安全意识有待提升等问题。借鉴中南大学出版社数字化统筹项目实践经验,结合期刊支持区域集群建设的意愿、需求和建议,提出加快区域数字化平台建设、推广标准化流程、制定数据标准规范、提升数据管理水平、做好安全防护的实施路径,以解决各刊数字化建设的问题和需求,提升湖南省科技期刊数字化建设水平；认为科技期刊的平台建设,还应持续关注人工智能等技术的发展,激发数据要素价值,加强人才队伍建设。最后建议湖南省持续开展科技期刊资助项目,引导加强数字化建设,建立长效监测机制,采取定性与定量相结合的方式,开展成效评估工作。 |

| This article, based on the recommendations from the Technical consensus on the construction of academic journal platforms(2023), quantitatively evaluates the digitalization level of 64 scientific journals in Hunan Province. The findings reveal several issues, including insufficient promotion of digital production methods, a lack of standardized norms for data preservation, inadequate platform and new media operation capabilities, weak copyright awareness, and the need for enhanced security consciousness. Drawing on the practical experience of the digital coordination project of Central South University Press, and considering the journals' willingness, needs, and suggestions to support regional cluster construction, the article proposes implementation pathways to address these issues and demands. These include accelerating the construction of regional digital platforms, promoting standardized processes, formulating data standards and norms, enhancing data management capabilities, and strengthening security measures to improve the digitalization level of scientific journals in Hunan Province.The article further suggests that platform construction for scientific journals should continuously focus on the development of technologies such as artificial intelligence, unlocking the value of data as a key resource, and strengthening talent team building. Finally, it recommends that Hunan Province continue to implement funding programs for scientific journals, guide and strengthen digitalization efforts, establish a long-term monitoring mechanism, and adopt a combination of qualitative and quantitative approaches to evaluate outcomes effectively. |
