| 在健康中国2030战略和“打造人类卫生健康共同体”倡议下，卫生健康智库建设为我国推进医疗卫生领域治理体系和治理能力现代化注入强劲动能。本文首先分析了医药期刊与卫生健康智库协同发展的必要性在于双方高质量发展的双向赋能。其次，基于政策过程理论，阐释医药期刊介入政策过程的可行性，即在“政策问题形成”阶段，启发政策模型和议程设置；在“政策方案或文本”阶段，参与数据支撑与文本建构；在“政策执行”阶段，发挥政策宣传阐释和舆情监测作用；在“政策效果评估”阶段，收集反馈和凝练新的研究问题。最后，本文提出医药期刊提升政策影响力的思考，即强化目标协同，完善期刊评价与健康智库规划；提升政策研究力，“顶天”“立地”型研究并重；提升政策传播力，重视政策文本阐释与三大圈层传播；提升决策影响力，采取旋转门机制，打造品牌智库产品；谋求合纵借力，依托资源、组织优势，并以数据赋能循证决策。 |

| In the context of the “Journal power” and the “Building a Community of Human Health” initiative, the construction of a health think tank has injected strong momentum into the modernization of China’s governance system and capacity in the medical and health field. This paper first analyzes the necessity of the coordinated development of medical journals and health think tanks lies in promoting their two-way empowerment of high-quality development. Based on the policy process theory, it secondly illustrates the feasibility of medical journals participating in the policy process: in the “policy issue formation” stage, medical journals inspire the policy model and agenda setting; in the “policy plan or text” stage, they participate in data support and text construction; in the “policy implementation” stage, journals play the role of policy publicity and public opinion monitoring; in the “policy effect assessment” stage, journals collect feedback and summarize new research questions. Finally, it puts forward the thinkings of enhancing the policy influence of medical journals, including medical journal’s coordination with the target and positioning of think tanks by improving the journal evaluation and health think tank planning; improving the policy research power by placing emphasis on both of the prospective and practical studies; improving the policy communication power by attaching importance to the interpretation of policy texts and the dissemination of the three major circles; improving the decision-making influence by adopting the revolving door mechanism and developing brand think tank products; and seeking to borrow the strength by the constructive alliance strategy (taking resource or organizational advantages, and empowering evidence-based decisions with data). |
