| 在健康中国2030战略和“打造人类卫生健康共同体”倡议下,卫生健康智库建设为推进我国医疗卫生领域治理体系和治理能力现代化注入强劲动能。本文首先分析了医药期刊与卫生健康智库协同发展的必要性在于高质量发展的双向赋能。其次,基于政策过程理论,阐释医药期刊介入政策过程的可行性,即在“政策问题形成”阶段,启发政策模型和议程设置；在“政策方案或文本”阶段,参与数据支撑与文本建构；在“政策执行”阶段,发挥政策宣传阐释和舆情监测作用；在“政策效果评估”阶段,收集反馈和凝练新的研究问题。最后,本文提出医药期刊提升政策影响力的策略建议,即强化目标协同,完善期刊评价与健康智库规划；提升政策研究力,“顶天”“立地”型研究并重；提升政策传播力,重视政策文本阐释与三大圈层传播；提升决策影响力,采取旋转门机制,打造品牌智库产品；谋求合纵借力,依托资源、组织优势,并以数据赋能循证决策。 |

| Under the strategy of “Healthy China 2030” and the initiative of “Building a Community of Human Health”, the establishment of health think tanks has imparted substantial impetus to the modernization of China’s governance system and capabilities in the medical and health sector. This paper begins by analyzing the necessity of fostering coordinated development between medical journals and health think tanks, emphasizing their mutual reinforcement for high-quality growth. Building on the foundation of policy process theory, it subsequently elucidates the feasibility of medical journals engaging in the policy process. Specifically, during the “policy issue formation” stage, medical journals inspire policy models and set agendas; in the “policy plan or text” stage, they contribute to data support and textual construction; in the “policy implementation” stage, they undertake policy publicity and public opinion monitoring roles; and in the “policy effect assessment” stage, they gather feedback and identify new research questions. Ultimately, the paper advances strategic recommendations to enhance the policy influence of medical journals. These include aligning medical journals with the objectives and positioning of think tanks through refined journal evaluation and health think tank planning; bolstering policy research capabilities by balancing forward-looking and practical studies; augmenting policy communication effectiveness by prioritizing the interpretation of policy texts and dissemination across key stakeholders; elevating decision-making influence through the adoption of revolving door mechanisms and the development of signature think tank products; and fostering collaborative strengths by leveraging resource or organizational advantages and empowering evidence-based decision-making with data through a constructive alliance strategy. |
