| “两头在外”问题已经成为制约我国科技期刊高质量发展的瓶颈。参与破解“两头在外”问题是我国科技期刊义不容辞的使命和担当,这是由科技期刊的政治属性、文化属性、职责内容、自身发展的需要决定的。我国科技期刊有独特的制度优势、良好的发展环境,并且具备破解该问题的优越客观条件和优良办刊传统,因此有能力担当此重任。在参与破解“两头在外”问题中,科技期刊应该担起政治引领、文化引领、服务国家社会、提供优质服务、“造船出海”和建立中国特色的科学评价体系等责任。 |

| The challenge of addressing the “put both ends of the production process” has emerged as a pivotal constraint impeding the high-quality advancement of China’s sci-tech journals. It is both an indispensable duty and a fundamental responsibility for these journals to engage in resolving this issue, a commitment shaped by their inherent political and cultural attributes, job mandates, and the imperative for sustainable and healthy development. Sci-tech journals possess distinct institutional strengths, a conducive external environment, as well as the requisite objective conditions and established practices to tackle this challenge, positioning them well to participate actively in resolving the “put both ends of the production process” dilemma. In this endeavor, they must embrace the responsibilities of political stewardship, cultural guidance, serving national and societal imperatives, offering superior services, “building vessels to navigate international waters” to augment global influence, and establishing a scientific evaluation framework with distinctive Chinese characteristics. |
