| 2019年,旨在建设世界一流科技期刊,推进数字化、专业化和国际化的“中国科技期刊卓越行动计划”启动。经过5年发展,卓越计划一期取得显著成果,包括单刊建设成效显著、中文科技期刊影响力提升、学术服务能力增强等。2024年,卓越计划二期正式启动,其中重要的目标是通过提升我国科技期刊的办刊水平和学术质量,实现更多高水平论文和高质量期刊的“双回流”。未来,在卓越计划支持下,我国科技期刊通过加强期刊自身编辑能力建设和期刊出版平台建设,完善评价与激励机制等措施,定能进一步提升国际话语权和影响力,助力高水平科技自立自强。 |

| In 2019, China initiated the Journal Excellence Action Plan, a strategic initiative designed to cultivate world-class sci-tech journals while advancing digital transformation, disciplinary specialization, and global integration. Following five years of implementation, the Plan’s first phase has yielded substantial outcomes, including measurable advancements in individual journal development, amplified international influence of Chinese sci-tech periodicals, and strengthened capabilities in academic service provision. The second phase, formally launched in 2024, establishes a “dual glocalization” objective through dual pathways:enhancing publishing standards and academic quality of Chinese sci-tech journals. This strategic approach aims to increase high-impact contributions within domestic journals while fostering global visibility for Chinese publication and dissemination platforms. Looking forward, sustained implementation of the Excellence Action Plan will empower Chinese sci-tech journals to further amplify their global discourse authority and intellectual impact. Key strategies include:reinforcing editorial expertise, optimizing journal publishing infrastructure, and refining evaluation-incentive frameworks. These efforts collectively aim to underpin high-level indigenous technological innovation and strategic scientific autonomy. |
