      “中国科技期刊卓越行动计划”作为提升我国科技期刊全球影响力、增强国际学术话语权的重要战略举措,自实施以来取得显著成效,对推动我国高水平科研成果自主传播、优化学术评价体系、重塑全球知识传播格局具有深远意义。本文立足“中国科技期刊卓越行动计划”的实施背景与核心目标,探讨如何夯实中国特色科技期刊的发展基座,包括明确评判规则、打造主动“造船出海”模式、推进开放获取进程等措施;同时,聚焦科技期刊集群化、集团化、产业链协同发展路径,强调多元化集群出版格局、数据要素驱动的产业链构建以及提升世界一流期刊的“造血”能力;最后,分析科技期刊数智化转型的支撑路径,探讨政府资助论文优先在国内中英文期刊发表的实施策略,并提出优化体制机制以构建良好生态,促进中国科技期刊的持续发展与提升。

      The “China Journal Excellence Action Plan”, as a pivotal strategic initiative aimed at elevating the global influence of China’s sci-tech journals and reinforcing international academic discourse rights, has yielded significant outcomes since its inception. Its implementation holds profound implications for advancing the independent dissemination of China’s high-level scientific achievements, optimizing academic evaluation systems, and reshaping global knowledge dissemination paradigms. Building upon the Action Plan’s implementation context and core objectives, this paper explores strategies to solidify the development foundation of Chinese-characteristic science and technology journals, encompassing measures such as clarifying evaluation criteria, fostering a dynamic “shipbuilding and seafaring” collaboration model, and accelerating open-access processes. Concurrently, it emphasizes pathways for clustered, grouped, and industry-chain synergistic development of science and technology journals, highlighting diversified cluster publishing models, data-driven industry-chain construction, and enhancing the “hematopoietic capacity” of world-class journals. Furthermore, the paper analyzes support mechanisms for the digital transformation of science and technology journals, discusses implementation strategies for prioritizing the publication of government-funded papers in domestic Chinese and English-language journals, and proposes optimizing institutional mechanisms to cultivate a robust ecosystem that drives sustainable development and elevates the quality of China’s sci-tech journals.
