| 本文探讨如何借助WJCI这一新型评价工具优化科技学术出版生态,构建契合“把论文写在祖国大地上”战略导向的实施路径。首先分析了高水平论文在国内科技学术期刊首发的现实困境与期刊评价体系结构性矛盾形成的多重掣肘效应。随后从3个维度探讨了WJCI多维评价的突破性设计。WJCI能兼顾集成总被引频次与影响因子双指标,且增加补充了一些定量指标,从不同的研究方向提供了分级差异化的评价标准,丰富了原本单一的评价方式。本研究着重解析评价体系转型与国内科技学术期刊高质量发展的内在关联,能够一定程度解决科研评价与学术传播的结构性矛盾。本文认为构建基于WJCI的分类评价体系,是破解高水平论文外流困境、提升我国科技学术期刊国际话语权的有益尝试。 |

| This paper investigates strategies to optimize the sci-tech academic publishing ecology through the (World Journal Citation Indicator)(WJCI), a novel evaluation framework, and proposes an implementation framework aligned with the strategic vision of “publishing high-quality research rooted in domestic soil.” It examines the practical challenges in achieving first publication of cutting-edge papers in Chinese sci-tech journals and the systemic constraints arising from structural imbalances in current journal evaluation systems. The study elaborates on the innovative three-dimensional evaluation framework of the WJCI, which integrates both total citation frequency and journal impact factor while incorporating supplementary quantitative indicators. By providing hierarchical, discipline-specific evaluation criteria across diverse research domains, this approach diversifies the previously homogeneous evaluation paradigm. The analysis emphasizes the synergistic relationship between evaluation system reform and the high-quality development of academic journals, demonstrating its potential to alleviate structural tensions between research assessment practices and scholarly communication needs. The paper concludes that establishing a classification-based evaluation framework grounded in the WJCI represents a valuable exploration for addressing the dilemma of high-caliber paper outflow and strengthening the international influence of domestic sci-tech academic journals. |
