建设世界一流科技期刊,提升我国科技竞争力和文化软实力已经成为各界共识。“比学赶帮超”作为中国特色的管理理念,具有丰富的辩证内涵,可以用于促进科技期刊繁荣发展。要使用此理念,先要对“比学赶帮超”的目标和标杆——世界一流科技期刊的内涵进行界定。结合陈浩元先生的“期刊塔论”,可将中国科技期刊分为一流科技期刊、二流科技期刊、三流科技期刊,各类科技期刊根据“比学赶帮超”的理念采取相应的办刊措施。实施“比学赶帮超”办刊竞赛,关键要坚持全国科技期刊发展一盘棋,加强组织领导,深化改革、扩大开放,推进集团化、集群化办刊,强化营销策划,找准期刊生态位,提升编辑素养。 |

The construction of world-class sci-tech journals has emerged as a national consensus to bolster China’s scientific-technological competitiveness and cultural soft power. The management concept of “Emulation, Learning, Catching Up, Assistance, and Surpassing (ELCAS)” embodies profound dialectical connotations with distinctive Chinese characteristics, offering a viable framework to propel the flourishing development of sci-tech journals. Effective implementation of this competitive publishing strategy necessitates first clarifying developmental goals and benchmarks - specifically, defining the core attributes of world-class sci-tech journals. Drawing on Comrade Chen Haoyuan’s “Journal Pyramid Theory,” Chinese sci-tech journals can be systematically classified into first-, second-, and third-tier categories. Journals at each tier should adopt differentiated publishing strategies aligned with ELCAS principles. The crux of successful implementation lies in adopting a nationally coordinated development strategy for sci-tech journals, which requires:strengthening organizational leadership mechanisms, deepening reform and opening-up initiatives, advancing group-based and cluster-based publishing models, enhancing marketing capabilities and strategic planning, precisely identifying ecological niches within the journal ecosystem, and systematically improving editorial professionalism. |
