| 中国科技期刊卓越行动计划作为提升我国科技期刊全球影响力、增强国际学术话语权的重要战略举措,自实施以来取得显著成效,对推动我国高水平科研成果自主传播、优化学术评价体系、重塑全球知识传播格局具有深远意义。本文立足卓越行动计划的实施背景与核心目标,探讨如何夯实中国特色科技期刊的发展基座,包括明确评判规则、打造主动“造船出海”模式、推进开放获取进程等措施；同时,聚焦科技期刊集群化、集团化、产业链协同发展路径,强调多元化集群出版格局、数据要素驱动的产业链构建以及提升世界一流期刊的“造血”能力；最后,分析科技期刊数智化转型的支撑路径,探讨政府资助论文优先在国内中英文期刊发表的实施策略,并提出优化体制机制以构建良好生态,促进中国科技期刊的持续发展提升。 |

| The Action Plan for Excellence in Chinese Science and Technology Journals, as an important strategic initiative to enhance the global influence of China"s science and technology journals and strengthen the right of international academic discourse, has achieved remarkable results since its implementation, and has far-reaching significance in promoting the independent dissemination of China"s high-level scientific research achievements, optimizing the academic evaluation system, and reshaping the global knowledge dissemination pattern.Based on the implementation background and core objectives of the Excellence Action Plan, this paper discusses how to consolidate the development base of science and technology journals with Chinese characteristics, including measures such as clarifying the judging rules, creating an active “shipbuilding and seafaring” mode, and promoting the open-access process, etc.At the same time, it focuses on the path of clusterization, groupization and industry chain synergistic development of science and technology journals, emphasizing the diversified cluster publishing pattern, the construction of industry chain driven by data elements, and the enhancement of world-class journals" ability of “blood production”;Finally, it analyzes the support path of digital transformation of science and technology journals, discusses the implementation strategy of giving priority to the publication of government-funded papers in Chinese and English journals in China, and proposes optimizing the system and mechanism in order to build a good ecosystem to promote the sustainable development and improvement of China"s science and technology journals. |
