同行评议操纵是近年全球论文大规模撤稿的最主要原因之一,它严重损害科学声誉,污染科研生态。作者或第三方的同行评议操纵行为更具隐蔽性,防范和治理难度较大。本文分析作者或第三方的同行评议操纵行为的表现及成因,界定其学术不端属性,并从评审专家信息、评审行为模式、评审网络关系3个方面识别操纵行为,其治理需从制度完善、技术升级、流程优化、文化重塑等多维度协同推进,核心在于打破信息孤岛,实现跨地区、跨系统、跨部门联合行动,建立“共建共治共享”的长效治理机制。 |

Peer review manipulation has emerged as a critical factor driving global academic retractions, posing systemic threats to scientific integrity and resulting in substantial resource inefficiencies. Characterized by multifaceted deceptive practices and adaptive concealment strategies, this form of academic misconduct presents formidable challenges to existing governance frameworks. This study conducts a comprehensive analysis of author-driven and third-party facilitated manipulation mechanisms, systematically categorizing their manifestations while contextualizing root causes within broader academic ecosystems. We propose a tripartite identification framework integrating reviewer credential verification, behavioral pattern analysis, and network topology mapping of peer review relationships. Effective governance necessitates interdisciplinary collaboration across four strategic dimensions:institutional system optimization, technological innovation adoption, procedural transparency enhancement, and ethical culture cultivation. Central to these efforts is the dismantling of data silos through cross-jurisdictional information sharing and collaborative enforcement mechanisms. The ultimate objective is to establish a sustainable governance ecosystem characterized by co-designed accountability structures, resource mobilization, and value creation paradigms that transcend traditional institutional boundaries. |
