| 科技期刊在推动学术交流和展示科研成果方面具有不可替代的重要作用。我国科技期刊在评价机制上存在较强的外部依附性,制约了我国科技评价体系的独立性与科学性。以中国科学院期刊分区表为代表的自主评价体系在中国特色的期刊评价机制探索上取得了一定成效,但也暴露出方法不透明、缺乏外部监督等问题。应通过健全法律制度、完善标准体系、强化独立监督机制,构建法治化、体系化、本土化的科研期刊评价机制,为实现科技自立自强提供坚实支撑。 |

| Sci-tech journals play an irreplaceable role in promoting academic exchange and showcasing scientific achievements. In China, the evaluation mechanism for sci-tech journals is predominantly reliant on external criteria, which constrains the independence and scientific rigor of the national scientific evaluation system. The self-initiated evaluation framework represented by the Chinese Academy of Sciences (CAS) journal ranking has achieved progress in developing a journal assessment mechanism with Chinese characteristics, yet it faces challenges including methodological opacity and inadequate external oversight. To establish a legally sound, systematic, and context-specific evaluation mechanism for sci-tech journals, it is imperative to enhance legislative frameworks, refine standardization protocols, and reinforce independent regulatory mechanisms, thereby providing robust institutional support for advancing technological self-reliance and innovation-driven development. |
