| 预印本凭借公开、快速的成果发表优势,在中重大突发事件下能够发挥专业媒体的知识服务价值,科技期刊与预印本融合出版能够提升国家媒介治理能力。基于议程设置理论对突发公共卫生事件进行分析,探讨预印本出版在重大突发事件中的议程设置路径。科技期刊预印本应从质量控制、精准传播、舆论引导机制等方面构建议程设置体系,建立分级质量控制机制,提升科研工作者预印本发表意愿,发挥专业媒体科普传播及协同治理作用,提升科技期刊预印本知识服务能力。 |

| The benefits of preprints, including the open and swift dissemination of research results, empower them to realize the knowledge service value of professional media during major emergencies. The integrated publishing approach involving sci-tech journals and preprints can bolster a nation’s media governance capabilities. Grounded in the agenda-setting theory, this paper examines public health emergencies and delves into the agenda-setting pathway for preprint publishing amidst significant crises. Sci-tech journals and preprints ought to collaboratively establish an agenda-setting framework encompassing quality control, targeted communication, and public opinion guidance mechanisms:institute a tiered quality control system, boost researchers’ enthusiasm for publishing preprints, leverage the expertise of professional media in science communication and collaborative governance, and enhance the knowledge service capacities of preprints linked to sci-tech journals. |
