      生成式人工智能已迅速扩散并成为大众化工具。作者、编辑、审稿人及读者等群体的广泛使用,正在对科技期刊出版生态和出版流程产生深刻影响,引发了诸如版权利益再失衡、学术评价失衡、论文质量降低等一系列问题。针对上述挑战,本文从期刊出版单位的自我治理、与其他主体的协同治理,以及参与生成式人工智能治理相关法律与规范的制定3个方面,提出了多项具有针对性的对策。具体包括明确生成式人工智能工具的使用规范、建设编辑队伍、多主体协商利益分配与权利保护、参与相关立法活动等。
英文摘要:
      Generative artificial intelligence has rapidly proliferated and become a widely accessible tool. Its extensive use by authors, editors, reviewers, and readers has brought about impacts on the publishing ecosystem and process of sci-tech and academic journals, such as the re-imbalance of copyright interests, the imbalance in academic evaluation, and the decline in the quality of papers. In response to these challenges, this paper proposes a series of targeted countermeasures from three aspects, which are self-regulation of periodical publishing units, coordinated governance with other subjects, and participation in the formulation of laws and norms for the governance of generative artificial intelligence. These countermeasures include establishing usage guidelines for generative artificial intelligence tools, building a professional editorial team, negotiating the benefit-sharing and rights protection, participating in relevant legislative activities,etc.
