| 作为科技成果发布的重要载体和科学研究工作的“龙头”和“龙尾”,科技期刊是科研诚信建设中非常重要的一环。当前中国科技期刊面临新型科研不端冲击、出版伦理政策规范性与透明度不足、治理参与度欠缺等挑战,有必要探讨中国科技期刊在科研诚信治理中发挥作用的有效实践路径。本文基于“学术生态”与“协同治理”理论,构建科技期刊参与科研诚信治理的“微观-中观-宏观”3层协同体系:微观层面以期刊内部负责任履职协同为核心,在投审稿、出版流程中协同作者、审稿人严把学术质量和出版质量；中观层面以出版行业协同为导向,由期刊联合出版行业通过理念、政策、举措协同形成治理合力；宏观层面以学术生态系统协同为目标,期刊所属出版管理机构协同政府部门、科研机构、资助机构等在制度规范、教育惩戒、监督调查中提升跨主体协同作用。最后提出科技期刊“制度引领协同—信息共享协同—流程规范协同—宣传教育协同”的实践路径,为加强科技期刊科研诚信建设、参与科研诚信协同治理提供参考。 |

| As a major platform for disseminating scientific findings and a pivotal element at both the start and finish of research endeavors, sci-tech journals play a crucial role in fostering research integrity. Currently, Chinese sci-tech journals are confronted with several challenges, including emerging forms of academic misconduct, a lack of transparency and clarity in publishing ethics, and limited involvement in integrity governance. Hence, it is imperative to explore how Chinese journals can effectively contribute to the governance of research integrity. Based on the concepts of the “academic ecosystem” and “collaborative governance”, this paper proposes a three-tiered collaborative framework for journals to participate in research integrity governance:At the micro level, editors, in collaboration with authors and reviewers, should rigorously ensure the quality of research and publications throughout the submission, review, and editing processes. Within the publishing industry, journals should collaborate with other journals and industry associations to establish joint policies, shared principles, and coordinated actions that bolster integrity governance. In the broader academic ecosystem, journal management bodies should partner with government agencies, research institutions, and funding organizations to enhance regulations, education, supervision, and enforcement related to research integrity. Finally, the paper outlines practical pathways for journals to strengthen their role in integrity governance, including institutional leadership, information sharing, standardized workflows, and educational and communicative initiatives. These strategies offer guidance for improving research integrity practices and promoting collaborative governance within China’s sci-tech publishing system. |
