| 集群化建设是推动科技期刊业高质量发展的关键举措。本文系统梳理了近年来我国科技期刊集群化建设取得的主要成绩,包括集群规模和数量提升、集群期刊内容质量提升、集群自建平台初具规模和影响力、集群在整合期刊资源上形成了多种路径。在此基础上,本文深入分析了科技期刊集群化的内涵要求和建设规律,并围绕贯彻党的二十届四中全会精神,提出了“十五五”时期完善科技期刊集群化发展政策的着力点,包括加强集群布局规划,加强新刊资源配置,推进跨地区跨部门整合期刊资源改革试点,完善支持集群化建设的产业政策,推动科技期刊集群国际化发展,大力培养高水平集群化建设人才,形成集群化建设的评估标准等方面,旨在为完善科技期刊业发展政策提供参考。 |

| Cluster-based development is a key measure to promote the high-quality development of Chinese sci-tech journal industry. This paper systematically reviews the main achievements in the cluster-based development of Chinese sci-tech journals in recent years, including the expansion of cluster scale and quantity, the improvement of content quality in clustered journals, the initial formation of platforms and influence by clusters, and the establishment of diverse pathways for integrating journal resources. Building on this, the paper delves into the connotation requirements and developmental patterns of sci-tech journal clustering. Focusing on the implementation of the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, it proposes key initiatives for refining policies on the cluster-based development of sci-tech journals during the “15th Five-Year Plan” period. These include strengthening cluster layout planning, enhancing resource allocation for new journals, advancing pilot reforms for cross-regional and cross-departmental integration of journal resources, improving industrial policies to support cluster-based development, promoting the internationalization of sci-tech journal clusters, vigorously cultivating high-level talent for cluster-based development, and establishing evaluation standards for cluster-based development. The aim is to provide reference for refining policies in the development of Chinese sci-tech journal industry. |
