| 我国基础研究长期面临的“两头在外”困局,可概括为:一头是创新源头在外,另一头是创新成果在外。科技期刊作为知识生产、传播和交流的核心枢纽,可以通过主动作为和顶层布局参与破解这一困局。在科研输出端,科技期刊建设发力解决科研产出成果在外的问题。通过积极的宏观政策引导和有效的产业培育,引导高水平论文和高质量期刊“双回流”,有望系统性扭转论文外流趋势；在科研输入端,顶尖科技期刊可通过主动策划,引领科学研究方向、设置研究议题,蓄力逆转创新源头在外,促进破解“两头在外”困局。 |

| The long-standing dilemma of“dual external dependencies”in China’s basic research can be summarized as follows: on one hand,the sources of innovation lie abroad,and on the other hand,sci-tech papers are published abroad. As a vital hub for knowledge production,dissemination,and exchange,sci-tech journals are poised to play an active role in addressing this dilemma through proactive initiatives and strategic planning. On the research output side,strengthening the development of sci-tech journals aims to reduce the outflow of domestic research achievements published overseas. Through proactive macro-policy guidance and effective industry cultivation,guiding the“dual return”of high-quality papers and journals has the potential to systematically reverse the trend of research paper outflow. On the research input side,top-tier sci-tech journals can proactively steer research directions and shape research agendas via strategic planning. This approach can help reverse the trend of innovation sources being located abroad,thereby contributing to overcoming the dilemma of“dual external dependencies”. |
