| 本文以2019—2025年中国科技期刊卓越行动计划(以下简称卓越计划)高起点新刊项目为研究对象,从创办趋势、出版与数据库表现、项目实施与发展成效等多个维度系统梳理我国英文科技新刊的创办态势与发展现状。研究发现,我国科研主体创办英文高起点新刊的需求持续攀升,带动我国科技期刊区域化与集群化发展；新刊出版有序推进,集聚国际化主编和编委团队的优质资源,合作出版逐渐多元化、自主化；新刊在国内外主流数据库表现优异,有效填补我国空白学科,影响力逐步提升,但创刊初期普遍发文量偏低。本研究明确了英文高起点新刊的发展成效与现存特征,为其规范化创办、资源优化配置及高质量发展提供实践参考,助力我国科技期刊国际化进程与自主可控发展目标的实现。 |

| This article takes the high starting point new journals of Excellence Action Plan for China STM Journals (hereinafter referred to as the “Excellence Plan”) from 2019 to 2025 as the research object, systematically sorts out the establishment trend, publication and database performance, project implementation and development achievements of the newly established English STM journals in China. The research finds that the demand of China’s scientific research entities for establishing high starting point English journals is continuously rising, driving the regionalization and clustering development of China’s STM journals. New journals are progressing in an orderly manner, gathering high quality resources from international chief editors and editorial boards. The collaborative publishing model of new journals is gradually diversifying and becoming more independent. New journals perform well in mainstream databases, effectively filling the gaps in China’s blank disciplines, with gradually increasing influence, but the number of published articles is generally low in the early stage of establishment. This study clarifies the development achievements and existing characteristics of the high starting point new journals, providing practical references for their standardized establishment, optimized resource allocation and high-quality development, and assisting in achieving the internationalization process and independent control of China’s STM journals. |
