| 本文以《中国疾病预防控制中心周报》(英文)(China CDC Weekly)的办刊举措与成效,探索中国创办国家公共卫生通报的自主创办路径与创新实践。本刊立足国家战略需求与公共卫生学科发展缺口,创建“国家战略引领—自主创新驱动—学科深度融合—国际规则适配—质量控制闭环”的独特办刊模式:机制上实行“领域顶尖专家+国家级机构负责人”主编制与全链条自主运营,保障核心数据安全与出版效率；内容上以“常规栏目全覆盖+主题专刊深聚焦”为双轨体系,54%期次为公共卫生主题专刊,兼顾学术创新与实践价值；传播上推行简明英语写作与摘要框体例创新,通过精准对接数据库标准等策略,创刊3年内被SCIE/SSCI等知名数据库收录；质控上建立“学术评审+政策合规”双重机制,筑牢权威发布根基。创刊6年来,本刊年均发文超240篇,读者覆盖233个国家和地区,影响因子连续2年进入JCR公共卫生领域双Q1区,多篇成果被世界卫生组织等国际机构纳入政策文件。其不依赖国际出版集团、快速突破国际传播壁垒的成功实践,为我国创建依托国家级战略需求、聚焦公共事务与核心数据发布的高水平期刊提供了可复制的“中国方案”。 |

| This paper examines the independent development path and innovative practices of China’s National Public Health Bulletin,based on the publishing strategies and outcomes of the China CDC Weekly. Established in response to national strategic needs and disciplinary gaps in public health,the journal employs a distinctive operational model guided by national strategy,characterized by independent innovation,interdisciplinary integration,adaptation to international standards,and closed-loop quality control. Mechanistically,it implements an editor-in-chief system led by top field experts and heads of national institutions,along with fully independent end-to-end operations to ensure both data security and publishing efficiency. In content design,it adopts a dual-track system of “comprehensive regular columns + focused thematic issues,” with 54% of its issues dedicated to public health topics,thereby balancing academic innovation and practical relevance. For dissemination,the journal promotes plain-English writing and a “summary box,” and through targeted strategies such as compliance with international database criteria,it achieved indexing in major databases including SCIE and SSCI within three years of its launch. A dual quality-control mechanism of “academic review + policy compliance” further strengthens its authority. Over six years,the journal has published more than 240 articles annually,reached readers in 233 countries and regions,and maintained an impact factor in the top quartile of the JCR public health category for two consecutive years. Many of its published findings have been incorporated into policy documents by international organizations such as the World Health Organization. By achieving rapid international reach without relying on global publishing corporations,the China CDC Weekly provides a replicable “Chinese model” for establishing high-level academic journals anchored in national strategic objectives and focused on public affairs and core data dissemination. |
