| 当前全球科技竞争持续深化、国内学术评价改革纵深推进、智能技术全面渗透学术出版领域,我国科技期刊发展面临多重现实挑战。本文立足2025年底以来学术出版领域发生的3大典型事件——神经信息处理系统大会2026(NeurIPS 2026)歧视性投稿限制、中国科学院停止发布与更新期刊分区表并停止使用公共资金支付部分高价开放获取期刊论文处理费、国际学习表征会议2026(ICLR 2026)被曝大规模使用人工智能生成审稿意见——深入剖析事件折射出的国际学术秩序变革、国内评价体系转型、技术伦理规制滞后等深层问题,系统梳理我国科技期刊在成果承载力、运营模式、评价导向、技术应用等方面的发展困境与现实短板,提出增强本土期刊综合实力、构建公益化出版生态、纠偏单一量化评价导向、规范智能技术应用的针对性路径,为破解优秀科研成果对外发表依赖、提升我国学术自主性与国际话语权、服务高水平科技自立自强提供参考。 |

| At present, with the deepening of global scientific and technological competition, the advancement of domestic academic evaluation reform, and the comprehensive penetration of intelligent technology into the academic publishing field, the development of Chinese sci-tech journals is facing multiple realistic challenges. Based on three typical events in the academic publishing field since the end of 2025—the Conference on Neural Information Processing Systems 2026 (NeurIPS 2026) imposing submission restrictions on sanctioned entities including Chinese institutions in accordance with the sanctions list of the U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), the Chinese Academy of Sciences ceasing to publish and update journal partition tables and stopping the use of public funds to pay for article processing charges of some high-priced open access journals, and the 2026 International Conference on Learning Representations (ICLR 2026) being exposed for large-scale use of artificial intelligence-generated review comments in the peer review process—this paper profoundly analyzes the underlying problems revealed by these events, involving the reshaping of the international academic order, the reform of China’s academic evaluation system, and the lagging development of technical ethics regulation. It systematically sorts out the development dilemmas and realistic shortcomings of Chinese sci-tech journals in terms of achievement carrying capacity, operation model, evaluation orientation, and technology application, and proposes targeted paths for enhancing the comprehensive strength of local journals, building a public welfare-oriented publishing ecosystem, correcting the single quantitative evaluation orientation, and standardizing the application of intelligent technology, so as to provide references for solving the dependence of excellent scientific research achievements on foreign publication, enhancing China’s academic autonomy and international discourse power, and serving high-level scientific and technological self-reliance and self-improvement. |
