| “十五五”规划建议强调要提升国家创新体系整体效能,为我国科技期刊能力建设指明了方向,也提出了更高要求。然而,现阶段国内科技期刊在服务国家创新体系中的作用普遍有限,如何突破服务能力不足的瓶颈,成为期刊界亟待破解的难题。本文从国家战略、期刊发展和编辑成长3个层面阐述了科技期刊服务国家创新体系的客观需要；引入价值共创理论,结合《药学进展》实践,从以项目路演搭建产学研对接平台、以深度访谈展示合作需求、多途径赋能青年学者成长、依托学协会平台拓展服务渠道等角度,探讨了科技期刊服务国家创新体系的实践路径及相应的长效机制。研究发现,价值共创能够有效激活期刊长期积累的人际关系网络,通过资源整合、优势互补和动力机制重构,使期刊在有限资源条件下提升服务能力；同时,构建涵盖跨界编委会、流程优化、评价激励、实战育才等要素的长效机制,能够使服务制度化、持续化,为价值共创的长期运行提供保障。价值共创为中小型科技期刊提供了一种主动破解困局的新范式,值得同类期刊借鉴。 |

| The 15th Five-Year Plan proposal emphasizes the need to enhance the overall efficiency of the national innovation system, setting the direction for capacity building of sci-tech journals in China while raising higher demands on them. However, the role of domestic sci-tech journals in serving the national innovation system remains generally limited, and breaking the bottleneck of insufficient service capacity has become an urgent problem to be addressed. This paper elaborates on the objective needs for sci-tech journals to serve the national innovation system from the perspectives of national strategy, journal development, and editor growth. It introduces the theory of value co-creation and, based on the practice of Progress in Pharmaceutical Sciences, explores practical pathways and corresponding long-term mechanisms for sci-tech journals to serve the national innovation system. These pathways include using project roadshows to build industry-university-research matching platforms, conducting in-depth interviews to identify cooperation needs, empowering young scholars through multiple channels, and expanding service channels by leveraging academic association platforms. The study finds that value co-creation can effectively activate the long-accumulated interpersonal networks of journals, enabling them to enhance service capacity under limited resource conditions through resource integration, complementary advantages, and reconstruction of dynamic mechanisms. Meanwhile, a long-term mechanism encompassing cross-disciplinary editorial boards, process optimization, evaluation incentives, and practical talent cultivation can institutionalize and sustain services, ensuring the continued operation of value co-creation. Value co-creation offers a new paradigm for small and medium-sized sci-tech journals to proactively overcome challenges and serves as a reference for similar journals. |
