| 本研究以入选中国科技期刊卓越行动计划二期项目,由中国科协主管,全国学会作为第一主办单位的12个英文领军期刊项目为研究对象,采用问卷调查、座谈交流、电话访谈、文献分析等方法,对其引导论文国内发表情况进行综合分析,为解决优秀论文发表在国外的问题提供参考。论文外流的主要原因包括:学术评价和国外学术出版的垄断、期刊和出版传播平台与国外的差距、科研工作者投稿选择。通过发挥期刊编辑的力量、调动主编编委积极性、改变科研工作者的固有认知等方法,有助于吸引部分优秀论文在国内发表。在引导论文国内发表的过程中,面临期刊自身建设不足、版权数据标准制约、配套服务和协同机制不健全的困难。建议通过增强部门协同、构建自主评价体系进行引导,期刊提质扩容、构建全流程数字出版传播平台,充分发挥主办单位办刊优势等手段,促进论文国内发表。 |

| This paper adopts questionnaire surveys, symposium discussions, telephone interviews and literature analysis to conduct a comprehensive analysis of strategies for guiding domestic publication of papers of 12 English leading journal projects included in Phase II of the China Excellence Action Plan for STM Journals, which are administered by the China Association for Science and Technology and sponsored primarily by national academic societies. It aims to provide references for solving the problem of high-quality papers being published overseas. The main causes of papers published overseas include the academic evaluation and the monopoly of international academic publishing, gaps between domestic and foreign journals and publishing & dissemination platforms, and the submission preferences of researchers. The research subjects have attracted some high-quality papers to be published domestically by leveraging the role of journal editors, motivating editors-in-chief and editorial board members, and changing the inherent perceptions of researchers. However, challenges such as insufficient self-construction of journals, restrictions from copyright and data standards, and inadequate supporting services and coordination mechanisms remain in the repatriation process. Recommendations are proposed to promote the guided domestic publication of papers, including strengthening inter-departmental coordination and establishing a self-evaluation system for guidance, upgrading and expanding journal capacity, building a full-process digital publishing and dissemination platform, and giving full play to the advantages of sponsoring institutions in guiding domestic publication of papers. |
