| 集群化、平台化建设是破解我国科技期刊“小、散、弱”困境、培育世界一流科技期刊的必由之路。本文以中国地理资源期刊集群为案例,回顾其自2006年启动以来历经“萌发奠基—规范建设—平台融合—世界一流培育”4个阶段近20年的建设历程,揭示顶层设计与办刊实践双向反馈、协同迭代的螺旋式上升规律:由“学会牵引、学科为纽带、平台为抓手”的萌芽理念,演进为以“1个核心、1个导向、2个转型、3个机遇、4个功能”为内核的“11234”初代顶层设计,并经“两融合、一共享+实体化运行”战术补充与“六位一体”(内容为核、数据为本、扩容筑基、顶刊带动、技术为先、传播为翼)发展战略2次升级,与“学会—科研院所”双轨联动管理,构成“战略—机制—战术”三位一体的集群运作体系。围绕体系,集群建成自主可控的学科数字出版平台、全流程一体化运作、双语科学数据出版等基础工程,落地旗舰期刊培育、立体化学术传播、高端学科智库与服务加盟期刊反哺学科生态4类服务场景,完成了由纸质出版向富媒体出版、由文献生产者向学科集成型知识服务提供者2大根本性转型,正以“形聚”为基础向“神聚”持续迈进,为我国学科领域型科技期刊集群高质量发展提供参考。 |

| Clusterization and platform development are essential pathways to addressing the “small, scattered, and weak” dilemma of China’s sci-tech journals and cultivating world-class ones. Taking the China Geographic Resources Journal Cluster as a case study, this paper reviews its nearly 20-year development across four stages since its launch in 2006:“germination and foundation laying-standardized construction-platform integration-world-class cultivation.” It reveals a spiral upward pattern of bidirectional feedback and collaborative iteration between top-level design and journal-running practice:from the initial concept of “society-led, discipline-linked, platform-driven”, to the first-generation “11234” top-level design (one core, one orientation, two transformations, three opportunities, and four functions), then to the first upgrade supplemented by the tactical implementation of “two integrations, one sharing + substantive operation,” and finally to the strategic upgrade of the “six-in-one” development strategy-“content as the core, data as the foundation, expansion for capacity building, flagship journals for driving, technology first, and dissemination as the wings.” Together with the dual-track collaborative management system of “society-research institutes”, with the China Geography Society serving as the top-level driver, these elements jointly constitute a “strategy-mechanism-tactics” trinity cluster operation system. Centered on this operation system, the cluster has built foundational projects including an autonomous and controllable disciplinary digital publishing platform, integrated full-process operation, and the pioneering “metadata-entity data-data paper” bilingual scientific data publishing. It has implemented four types of service scenarios:flagship journal cultivation, three-dimensional academic dissemination, high-end disciplinary think tanks, and feedback from member journals to the disciplinary ecosystem. The cluster has completed two fundamental transformations-from paper-based publishing to rich-media publishing, and from document producer to discipline-integrated knowledge service provider. It is now steadily advancing from “physical aggregation” to “spiritual integration”, providing a reference for the high-quality development of China’s discipline-based sci-tech journal clusters. |
