      科技期刊集群化与平台化发展是提升我国学术出版竞争力的重要路径。中国电机工程学会牵头成立的能源电力期刊集群为能源电力领域唯一入选中国科技期刊卓越行动计划二期集群化试点项目的集群。本文运用文献分析与案例研究方法,基于学会主导型期刊集群“资源—制度—技术—平台”四维分析框架,并将学会凝聚的专家网络、会员体系、专业委员会等学术共同体资源作为赋能核心,从期刊资源基础、建设历程、平台建设、治理机制等方面系统梳理该学会期刊集群的发展历程与核心举措,分析其经验与挑战。研究发现,学会依托其庞大的学术共同体资源形成的专家整合、活动耦合、专委会引领、智库融合4大赋能机制,是集群快速发展的核心动力;但在体制机制、平台能力、中英文刊协同、可持续发展等方面仍存在短板。在此基础上提出强化集群治理与平台协同、推进中英文刊一体化运营、构建可持续的学术服务生态等对策建议。本文揭示的学会主导型期刊集群建设模式,为我国同类期刊集群的规范化与可持续发展提供实践参考。
英文摘要:
      The clustered, platform-based development of sci-tech journals represents a crucial pathway to enhancing China’s academic publishing competitiveness. The Chinese Society for Electrical Engineering (CSEE) has established the Energy and Power Sci-Tech Journal Cluster, which is the only cluster in its field selected for the pilot project under the Excellence Action Plan for China’s Sci-Tech Journals (Phase II). Based on the four-dimensional “resource-institution-technology-platform” analytical framework for society-led sci-tech journal clusters, and with academic community resources (including expert networks, member systems, and professional committees) as the core empowering factor, this paper systematically reviews the construction process and core measures of the CSEE sci-tech journal cluster and analyzes its experiences and challenges through literature review and case study. The findings reveal that the four empowerment mechanisms:expert integration, activity coupling, committee guidance, and think tank integration, formed by leveraging the society’s academic community resources are the core driving forces behind the cluster’s rapid development. However, shortcomings remain in institutional mechanisms, platform capabilities, coordination between Chinese and English sci-tech journals, and sustainable development. Accordingly, countermeasures and recommendations are proposed, including strengthening cluster governance and platform synergy, promoting integrated Chinese-English sci-tech journal operation, and building a sustainable academic service ecosystem. The model of academic society-led sci-tech journal cluster construction revealed in this paper provides a practical reference for the standardization and sustainable development of similar sci-tech journal clusters in China.
