| The reallocation of public research funds away from high-APC international OA journals serves as a critical lever for restructuring research expenditure and advancing the high-quality development of China''s domestic scientific journals.Given the recent implementation of relevant policies, this paper adopts a policy analysis and logical reasoning approach, offering directional strategies for optimizing fiscal fund allocation to promote high-quality journal development. Drawing on the intrinsic relationship between fiscal fund allocation and journal development, and in light of China''s current research ecosystem, this paper proposes concrete implementation measures across multiple dimensions. These include diversified funding mechanisms, performance-based budgeting, financial oversight systems, APC regulation policies, evaluation system reforms, cultivation of local journal clusters, and mechanisms for sustaining a virtuous cycle. The overarching goal is to forge a self-reinforcing cycle of “fund allocation optimization—ecosystem improvement—journal quality upgrading—support for a strong science and technology nation,” thereby facilitating China''s strategic transformation from a major producer of scientific papers into a genuine powerhouse of academic excellence and technological innovation. |
