| 我国科技期刊“小、散、弱”仍是“十五五”时期亟待破解的结构性问题。《中国科技期刊发展蓝皮书(2025)》数据显示,全国已建成63个科技期刊集群、覆盖3 294种期刊,但多数小型期刊仍面临专业化分工模糊、复合型人才匮乏、资源支撑不足、实质赋能有限等现实困境。现有研究多孤立探讨分工模式或人才培养,对“政策—集群—技术—人才”协同机制分析不足,且侧重大型集群经验,缺少面向资源约束下小型期刊的可落地方案。本文以小型科技期刊为研究对象,在精准画像与痛点剖析基础上,结合Light品牌期刊集群、中华医学会杂志社、中国激光杂志社、震球期刊等典型案例,提炼分工优化与人才培养的实践经验与问题警示,构建“分工创新—人才升级—支撑协同”的三维优化路径,提出差异化入群、轻量化分工、T型人才培养、系统化保障的具体策略,为小型期刊突破发展瓶颈、实现高质量发展提供理论参考与实践指引。 |

| The issue of “small, scattered, and weak” persists as a deep-rooted structural contradiction for China’s sci-tech journals during the 15th Five-Year Plan period. According to the Blue Book on China’s Scientific Journal Development (2025), 63 national-level journal clusters have been established, covering 3 294 individual journals. However, most small journals continue to face prominent practical challenges, including unclear professional division of labor, a shortage of interdisciplinary talents, inadequate resource support, and limited effective empowerment. Existing studies tend to focus on either division of labor models or talent training in isolation, with insufficient investigation into the integrated mechanism linking “policy, clusters, technology, and talent”. Furthermore, current research draws primarily on the experience of large-scale clusters and lacks feasible, context-specific solutions for small journals under resource constraints. Taking small sci-tech journals as the research object, this paper conducts an accurate profile and in-depth analysis of their core pain points. Combined with typical cases including the Light Brand Journal Cluster, the Chinese Medical Association Publishing House, the Chinese Laser Press, and the Zhenqiu Journal, this study extracts practical implications for optimized division of labor and talent development. A three-dimensional integrated optimization framework is proposed, featuring “innovative division of labor, talent upgrading, and collaborative support,” alongside specific practical strategies including differentiated cluster integration, lightweight division of labor, T-shaped talent cultivation, and systematic guarantee. This paper provides theoretical references and practical guidance for small journals to break through development bottlenecks and achieve high-quality development. |
