      优质稿源是科技期刊的生命线。本文以中国知网为检索平台,统计了1998—2017年计算机科学技术类中文期刊的发文情况。分析了综合评价总分排名前3位的期刊发文量和第一著作单位分布情况,以及10种中间地位核心期刊的年发文量趋势。在统计的13种样本期刊中有11种期刊2017年度总发文量较近10年间最高年发文量下降幅度超过20%,其中有4种期刊下降幅度甚至超过50%;第一著作单位是中国科学院和985高校的发文数量更是明显减少,在学科综合评价总分排名前三位的期刊中占全年总发文量的比例已经降低至60%以下。统计结果表明:优质稿源外流现象非常严重。同时也反映了中国科技核心技术的外流、中国国家实力和宝藏资源等信息的外泄,必将严重影响我国的国际竞争力,甚至威胁国家安全。期待高层决策者和政策制订者及时调整科技发展政策,建立具有中国特色的科研评价体系,为我国科技独立自主发展、研发核心技术、走自主创新之路提供条件和环境,最终造福社会、造福百姓。
英文摘要:
      High-quality manuscript source is the lifeline of sci-tech journals. Based on the CNKI platform, this paper counts the publications of some Chinese journals, which belongs to computer science and technology class, from 1998 to 2017. The number of publications of three journals whose total scores of comprehensive evaluation are top-3 are analyzed, as well as the distribution of the first publishing units. Meanwhile, we choose 10 intermediate core journals as samples and analyze their trends of annual publications. The total number of papers published by 11 of the 13 sample journals in 2017 decreased by more than 20% compared with the highest annual number in the past 10 years, with 4 journals falling by more than 50%. The number of papers published by Chinese Academy of Sciences and the schools titled with 985 in the top-3 sample journals was significantly reduced, with the proportion of annual publications reduced to less than 60%. The statistical results show that the outflow of high-quality manuscripts is very serious, and it also reflects the outflow of core technology, national strength and treasure resources of China, which will seriously affect China's international competitiveness and even threaten national security. We expect policy makers could timely adjust the science and technology development policies, establish a scientific research evaluation system with Chinese characteristics, and hence, provide conditions and environment for independent development of science and technology, research and development of core technologies, and independent innovation in China, and ultimately benefit the society and the people.
