| 同行评议制度是稿件学术质量控制的关键环节之一。本文以《西安交通大学学报》为例,以近5年经同行评议的稿件中评审质量不高和审稿延期的稿件为研究对象,首先从同行评议专家、学科编辑2个方面分析影响审稿质量和效率的原因,然后针对这些原因,创新性地提出了从投稿前、投稿时、初审时、外审时4个环节,采用16种方法提高同行评议审稿质量和效率。这些方法不仅可操作性强,有助于提高编辑的工作效率,而且有利于准确把关稿件的学术质量。 |

| The peer-review system is one of the key steps to control the academic quality of manuscripts. Taking Journal of Xi’an Jiaotong University as example, with the manuscripts of low reviewed quality and delayed reviewed from the journal in the past 5 years as an example, we analyzed the reasons which affect the quality and efficiency of peer-review from the aspects of reviewer and editor respectively. Based on these reasons, we propose 16 methods to improve the peers in four aspects:before submission, submission, initial review, and external review for reviewing quality and efficiency. These methods are not only manageable and can improve the working efficiency, but also are helpful for controlling the academic quality of manuscripts. |
