| 在我国深化科技期刊出版体制改革过程中,受到国外出版集团发展经验、国际化路线等方面的影响,不乏“改科技期刊审批制度为备案登记制度”“取消科技期刊主管主办制度”的呼声。我国的科技期刊是典型的准公共文化产品,具有明显的公益属性,肩负向国内外展示科研成果,实现科技领域自主创新、“弯道超车”的任务和使命。盲目向西方科技期刊管理制度看齐,不符合我国国情和党管出版原则,可能导致科技期刊偏离办刊宗旨、质量低下、阵地失守,并易酿成学术资源垄断的恶果。科技期刊出版行政审批制度有明确的法规依据、法理基础和现实必要性。我们必须坚持科技期刊出版行政审批制度不动摇,依法行政,加强监管,不断完善审批制度,营造法治化的科技期刊发展环境,全面建设中国特色世界一流科技期刊。 |

| In the process of deepening the reform of the publishing system of sci-tech journals in China, affected by the development experience of foreign publishing groups and internationalization, there are many calls for “turning the approval system of sci-tech journals to filing and registration system” and “cancelling the system of supervisor and sponsor of sci-tech journals”. China’s sci-tech journals are typically quasi-public cultural products, with obvious public benefit characteristics, and undertake the mission of realizing “independent innovation” and “curve overtaking” in the field of science and technology. Blindly aligning with the western management system does not conform to China’s actual conditions and the principles of the Party’s management of publishing and may lead to deviation from the original truth, low quality, or unfaithfulness to the country, and being susceptible to monopoly of academic resources. The administrative examination and approval system for publication of sci-tech journals has a clear statutory basis, underpinning jurisprudence and practical necessity. We must adhere to the unswerving administrative examination and approval system for publication of sci-tech journals, administer according to law, strengthen supervision, continuously improve the examination and approval system, create an institutionalized development environment for sci-tech journals, and comprehensively build world-class sci-tech journals with Chinese characteristics. |
