| 本文归纳总结了学术期刊“代理”网站的主要特征,并结合《健康世界》杂志“代理”网站的运作及营利模式分析,探讨了我国学术期刊“代理”网站泛滥的主要原因。我们认为学术期刊 “代理”的治理需要作者、学术期刊、搜索引擎运营商、政府管理部门等多方通力合作, 即：作者要提高对“代理”网站的鉴别能力,不能在论文发表方面抱有侥幸和投机心理；学术期刊要加强官网建设,尤其要注重建立集群化期刊平台并利用多种媒体平台提高期刊可及度,对于代理”网站期刊行业应有联合维权的意识和举措；“百度”等搜索引擎运营商应采取措施提高网络信息的可靠性,构筑用户友好的网络环境；管理部门应破除科技评价中“唯论文”的不良导向,推广互联网打假新技术让“代理”网站无处遁形,通过司法手段严惩虚假的期刊“代理”网站。 |

| Based on literature research and the profit-making model analysis of "agency" website of Health World magazine, we summarize the main characteristics of academic journals’ "agency" websites, and discuss the main reasons for the proliferation of this kind websites. We think that the governance of "agency" websites requires the cooperation of authors, academic journals, search engine operators, and government management departments, and put forwards the following suggestions for the management of "agency" websites: (1) authors should improve the identification ability for "agent" websites and should not have cheating behavior in paper publishing; (2) academic journals should strengthen the construction of their official websites, especially pay attention to the establishment of a clustered journal platform and use a variety of media platforms to improve the accessibility of journals, and should jointly take measures to protect official websites; (3) "Baidu" and other search engine platforms should take measures to improve the reliability of network information and build a user-friendly network environment; (4) management departments should break the bad guidance of "paper only" in research evaluation, promote new technologies to find "agent" websites, and severely punish "agent" websites. |
