| 从中国科技期刊卓越行动计划提出的背景出发，分析了卓越行动计划的目标，即世界一流和中国特色，然后对照卓越行动计划入选期刊的建设目标——中国特色世界一流科技期刊，提出建设卓越行动计划期刊应处理好目标与过程、质量与条件、重点与一般、理念与措施、中国与世界五个方面的关系，旨在为卓越行动计划出版者和项目管理者提供参考，促进我国卓越行动计划顺利实施。 |

| According to background of the Excellence Action Plan for China STM journals, this article first analyze the object of the plan, namely world-class and Chinese characteristics. Aiming at its construction goal: world-class scientific journals with Chinese characteristics, it is proposed that 5 dialectical relationships should be well handled in implementing the plan, including goals and processes, quality and conditions, focus and general, ideas and measures, China and the world. It aims to provide references for publishers and project managers of the plan, and promote the healthy development of the Excellence Action Plan for China STM journals. |
